Terms of the service delivery

1. from the date of delivery of the package of necessary documents – 60 calendar days;
2. when applying for a service recipient who has not reached the age of eighteen, or who has issued a withdrawal or loss of citizenship of the Republic of Kazakhstan, through foreign institutions of other countries in the territory of the Republic of Kazakhstan – 10 calendar days;

Dear citizens of the Republic of Kazakhstan!

 

In order to prevent the spread of coronavirus infection in the Republic of Kazakhstan, the provision of services on paper media is possible through online reservations in the service centers of the population for the period of quarantine.

How to get the service in the state body and NJSC State Corporation "Government for Citizens" (necessary documents):

  1. Application form for issuing a permanent residence permit in the Republic of Kazakhstan;
  2. A copy and original (for verification) of the national passport, a document of a stateless person of the service recipient, the validity period of which is more than 180 calendar days on the day of filing the application;
  • a copy and original (for verification) of the birth certificate or other identity document of a child under the age of sixteen, when applying together;
  1. Written consent of the State of his citizenship, which can serve as a departure certificate, or other document confirming permission to leave for permanent residence abroad (except for foreigners and stateless persons who are recognized as refugees or who have been granted asylum in the Republic of Kazakhstan and ethnic Kazakhs from the People's Republic of China, unless otherwise provided by international treaties);
  2. Autobiography in Kazakh or Russian, with the signature of the applicant;
  3. Document confirming their solvency in accordance with the Rules of confirmation by foreigners and stateless persons applying for permanent residence permits in the Republic of Kazakhstan of their solvency during their stay in the Republic of Kazakhstan, approved by the Decree of the Government of the Republic of Kazakhstan dated November 26, 2003 No. 1185, with the exception of ethnic Kazakhs, former compatriots born or previously held citizenship of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan, as well as persons, having the right to acquire citizenship of the Republic of Kazakhstan in a simplified manner on the basis of international treaties of the Republic of Kazakhstan, and their family members;
  4. Document on criminal record (no criminal record) in the state of citizenship and or permanent residence issued by the competent authority of the relevant state (except for ethnic Kazakhs of citizens of the People's Republic of China, unless otherwise provided by international treaties);
  5. Notarized consent of a child aged 14 to 18 years for permanent residence in the Republic of Kazakhstan;
  6. A notarized contract or a notarized consent with a natural or legal person to provide the applicant with housing for living and permanent registration;
  7. Certificate of medical examination of the foreigner about the absence of disease, the presence of which prohibits the entry of foreigners and stateless persons in the Republic of Kazakhstan in accordance with the order of the Minister of health of the Republic of Kazakhstan from September 30, 2011 No. 664 "On approval of list of diseases, which prohibits the entry of foreigners and stateless persons in the Republic of Kazakhstan" (registered in the Register of the state registration of regulatory legal acts No. 7274);
  8. One photo size 35x45 mm;
  9. Certificate of absence or termination of citizenship of another state, issued by the competent authority of the relevant state (when applying for a person who does not have identity documents, in case of establishing the fact of birth or residence in the territory of another state).

Note

The validity period of the documents specified in sub-paragraphs 5), 6), 9) is not more than 180 calendar days.
Service recipients who live in the territory of the Republic of Kazakhstan with passports of the sample of 1974, or who live without identity documents, whose belonging to the citizenship of the Republic of Kazakhstan, or to the citizenship of any state is not established by the internal affairs bodies, additionally submit a document confirming residence or registration in the territory of the Republic of Kazakhstan.
In respect of persons who have passports of the 1974 model, or who live without identity documents, after confirming the fact of residence or registration in the territory of the Republic of Kazakhstan, the service provider issues a conclusion on assigning the status of a stateless person to the person in accordance with Annex 5 to these Rules.
The service recipient who has not reached the age of eighteen, whose legal representative (parent, guardian, trustee) is a citizen of the Republic of Kazakhstan or a foreigner or a stateless person permanently residing in the Republic of Kazakhstan submits the documents specified in the sub-paragraphs 1), 2), 7), 8), 10), as well as a notarized statement of consent from the second parent, in case of his residence outside the Republic of Kazakhstan;
The applicant having permanent registration on the territory of the Republic of Kazakhstan, secured a release from citizenship of the Republic of Kazakhstan, or lost of citizenship of the Republic of Kazakhstan submits the documents specified in subparagraphs 1), 2), 4), 10).
Documents drawn up in a foreign language are subject to translation into Kazakh or Russian.
The accuracy of the translation from one language to another is certified by a notary in accordance with article 80 of the Law of the Republic of Kazakhstan "On Notaries".
Documents and acts drawn up with the participation of the authorities of foreign states or coming from these authorities are accepted for consideration in the presence of legalization, in accordance with paragraph 60 of the Decree of the President of the Republic of Kazakhstan dated April 25, 2016 No. 240 "On Approval of the Consular Charter of the Republic of Kazakhstan", unless otherwise provided by the legislation of the Republic of Kazakhstan or an international treaty ratified by the Republic of Kazakhstan.
