New public services available on e-Gov Portal

National Information Technologies JSC informs of launching new public services on e-Gov Portal.

Now, via e-Gov Portal citizens can submit an application for assignment of social payment to participants of statutory social insurance system during emergency situation period, and also submit an application for registration of unemployed citizen.   

Moreover, besides implementing new services we also facilitated some processes of service delivery. For example, due to multiple requests from citizens in social media, we facilitated the process of electronic application submission via “Electronic requests” service for obtainment of social payment (KZT 42.500), in particular, “Public service name” field is now not mandatory for fill-in as it is this field which caused difficulties and often was filled in incorrectly.      

It means that in “Content” field a user can indicate/select “Assignment of social payment to participants of statutory social insurance system during emergency situation period”, then select a region as well as relevant branch of Labour and Social Programs Office (central office or branch in your region).  

It should be noted that to submit an electronic application user should have a valid digital signature which can be obtained online. Working schedule of CSC staff involved in the process of digital signature remote issuance is Monday to Friday from 09:00 AM to 08:00 PM, Saturday from 09:00 AM to 02:00 PM, Sunday is a day off.

For reference:

Today, public services can be obtained:

1. via egov.kz portal: www.egov.kz;

2. via Facebook and VKontakte messengers (similar to messaging with another person);

3. via Telegram-Bot: @EgovKzBot2.0;

4. via eGovMobile app (AppStore/GooglePlay).

Consultations are also rendered via Facebook and VKontakte messengers and Integrated Call Center (1414).

How to obtain a payment in the amount of 1 minimum salary (KZT 42 500) due to emergency situation?

 

If you are an employer and your employees were sent to an unpaid leave, you need to submit an application for payment to be made to employees:

  • Sign in on egov.kz Portal
  • On the right upper corner click your full name and select «Electronic requests» field
  • In the window that opens click «Order Service Online» button
  • In the window that opens click “Create” button 
  • Fill in all the required fields  
  • In the field «Public Service Name» select «Assignment of social payment to participants of statutory social insurance system during emergency situation period» or «Assignment of social payments to employees, individual entrepreneurs and individuals with private practices»
  • In the field «Content» also select «Assignment of social payment to participants of statutory social insurance system during emergency situation period»
  • Select your region in “Region” field
  • In the field «Recipient» select a relevant Labour and Social Programs Office in your region
  • Enclose an electronic copy of application
  • Enclose an electronic version of employees list  
  • Submit an application by signing it with digital signature.

An answer will be sent within 3 working days to your application profile in   «Electronic requests» section.

 

If you are an employee sent to an unpaid leave:

  • Select your region in “Region” field
  • In the field «Recipient» select a relevant Labour and Social Programs Office in your region

If you are officially self-employed and make social and/or pension contributions (individual entrepreneur, have a private practice, deliver services (payer of single social transfer), deliver services under independent contractor contracts):

  • Sign in on egov.kz Portal
  • On the right upper corner click your full name and select «Electronic requests» field
  • In the window that opens click «Order Service Online» button
  • In the window that opens click “Create” button 
  • Fill in all the required fields 
  • In the field «Public Service Name» select «Assignment of social payment to participants of statutory social insurance system during emergency situation period» or «Assignment of social payments to employees, individual entrepreneurs and individuals with private practices»
  • In the field «Content» also select «Assignment of social payment to participants of statutory social insurance system during emergency situation period»
  • Select your region in “Region” field
  • In the field «Recipient» select a relevant Labour and Social Programs Office in your region
  • Enclose an electronic copy of application
  • Enclose an electronic version of list containing your name
  • Submit an application by signing it with digital signature.

If you are unofficially self-employed and do not make any contributions (for example, taxi driver, baby-sitter and so on)

  • Pay a single social transfer (KZT 2 651 in cities, KZT 1 325,5 in rural areas). You can make a payment via mobile applications of “Halyk Bank”, “Fortebank”, “Sberbank”, “JusanBank”, “Bank Center Credit” and “Kaspi Bank” as well as in bank branches and “KasPort”, and also via SMS.

  • In the window that opens click “Create” button 
  • Fill in all the required fields 
  • In the field «Public Service Name» select «Assignment of social payment to participants of statutory social insurance system during emergency situation period» or «Assignment of social payments to employees, individual entrepreneurs and individuals with private practices»
  • In the field «Content» also select «Assignment of social payment to participants of statutory social insurance system during emergency situation period»
  • Select your region in “Region” field
  • In the field «Recipient» select a relevant Labour and Social Programs Office in your region
  • Enclose an electronic copy of application

If you lost a job (was dismissed), Ministry of Labour can assist in finding a job.  Only in case if you fail to find a job, social welfare benefit for loss of work can be assigned to you.  

To do this, you need:

  • Sign in on egov.kz Portal
  • In «Labour and Employment» section select «Registration of job-seekers» service
  • Click «Order Service Online» button, fill in all the fields and submit an application by signing it with digital signature.
  • Within 10 days you should try and find a job. You might try to do this via enbek.kz. Employment Center will also offer you vacancies.
  • If within the term you won`t find a job, a status of an unemployed is assigned (if required, Employment Center staff can contact you for further information).
  • Payment is assigned automatically and amounts to 40% from salary.
