Obtaining visa of the Republic of Kazakhstan

Foreign citizens and stateless persons need a visa to enter the territory of the Republic of Kazakhstan, unless otherwise established by an international agreement of the RK.

The visa of the RK is pasted in a passport or other document recognized by the RK, which certifies identity and is valid for travel, and gives the right to enter and stay in the RK, as well as leave it or cross the territory of the Republic of Kazakhstan in transit.

In accordance with the Rules for issuing invitations, coordinating invitations for entry of foreigners and stateless persons to the Republic of Kazakhstan, issuing, canceling, restoring visas of the Republic of Kazakhstan, as well as extending and shortening their terms (hereinafter referred to as the Rules), approved by the joint order of the Ministry of Foreign Affairs of the Republic of Kazakhstan No. 11-1-2 / 555 dated November 24, 2016 and the Ministry of Internal Affairs of the Republic of Kazakhstan No. 1100 dated November 28, 2016, to obtain a visa, to obtain a visa, an invitation that is agreed with the interested state bodies is required, unless otherwise provided by the legislation of the Republic of Kazakhstan.

Invitations from individuals and legal entities of the RK are issued by the Ministry of Internal Affairs of the Republic of Kazakhstan.

Invitations from foreign diplomatic missions and international organizations accredited in the RK are issued at the Ministry of Foreign Affairs of the Republic of Kazakhstan.

In accordance with the Rules, an invitation is submitted no earlier than 90 calendar days and no later than 5 working days before the expected date of entry of the recipient of visas into the RK.

An invitation for entry for private affairs is submitted no earlier than 1 year and no later than 5 working days before the expected date of entry of the visa recipient in the RK.

The term of consideration of the invitation is not more than 5 working days from the date of application.

The inviting party to issue the invitation shall submit a note verbale to the Ministry of Foreign Affairs of the Republic of Kazakhstan with a table attached in form according to Appendix 3 to the Rules.

The inviting party to issue the invitation represents the following to the territorial divisions of the Migration Service Committee of the MIA RK at the place of its registration:

  1. To apply for the invitation to enter the RK in private affairs:
  • identity document;
  • a completed table in the form in duplicate;
  • a copy of the document confirming the payment of the state fee.
  1. To apply for the invitation to a legal entity or an individual entrepreneur:
  • a completed table in the form in duplicate;
  • a copy of the document confirming the payment of the state fee.
  1. Legal entities and individual entrepreneurs, applying for an invitation for the first time in the current year, submit the following:
  • documents confirming the state registration of a legal entity or an individual entrepreneur;
  • a copy of the certificate confirming the registration/accreditation of a legal entity in accordance with the applicable law of the IFCA;
  • the original and a copy of the certificate of registration of the participant in the Astana Hub;
  • a document confirming the authority of the representative.

When the service recipient applies to the State Corporation, information on identity documents, information on state registration of a legal entity or an individual entrepreneur, a document confirming payment by the service recipient to the budget of the amount of the state duty for issuing a notification (in case of payment through the EGPG) and other necessary information, an employee of the State Corporation receives from the relevant state information systems through the e-government gateway.

Depending on the visa category, the MIA RK may request additional documents.

Applications of the inviting party for inviting immigrants to the RK who have not previously ensured compliance by the recipients of visas with the laws on the legal status of foreigners and migration laws of the RK.

The following documents and information are submitted for issuing visas:

  1. Visa application form for obtaining a visa with a color, or a black and white photograph of the size of 3.5x4.5 centimeters;
  2. When applying for a visa at a foreign institution in the RK, the number, date of the invitation registered with the MIA RK or the MFA RK (the number and date of issuing the invitation to the recipient of the visa are given by the inviting party), or the application of the recipient of the visa category provided for in paragraph 25 of the Rules;
  3. A valid diplomatic, official, foreign passport of a foreign country or other identity document recognized in this capacity by the Republic of Kazakhstan and granting the right to cross the State Border of the RK (further - passport);
  4. The original payment documents confirming the payment of the consular fee or state duty;
  5. Additional documents required for obtaining a visa in accordance with Appendix 1.

Passport provided by the recipient of a visa must meet the following criteria:

  • should not cause doubts in authenticity and belonging to its owner, contain marks, reservations, records, erasures and corrections, torn or embroidered pages;
  • must have at least 2 blank pages intended for visas, with the exception of recipients of visas for leaving the territory of the RK;
  • the passport should expire no earlier than 3 months from the expiry date of the requested visa, with the exception of recipients of visas for leaving the territory of the RK;
  • should not be marked on the renewal.

Visa deadlines do not exceed 5 working days.

Paid consular fees are non-refundable.

After 5 working days, a visa is issued to a foreigner in a consular agency abroad. In cases stipulated by the legislation of the RK, a foreigner may be refused a visa of the RK.

Former compatriots having documents confirming connection with the RK, including the corresponding mark in the column on the place of birth in the Kazakh Soviet Socialist Republic or in the Republic of Kazakhstan in the national passport, birth certificate or marriage certificate of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan, as well as a certificate of renunciation of citizenship of the RK or loss of citizenship of the RK) are issued a single-entry private visa without an invitation on the basis of an application for a period of up to 90 days.

Foreigners or stateless persons (for funerals or in cases of illness of loved ones/relatives, family members or parents of citizens of the RK, as well as their legal representatives, family members of ethnic Kazakhs) are issued a single-entry private visa without an invitation on the basis of an application for up to 90 days.

Citizens from the list of economically developed, politically and immigration-stable states (48 countries listed in Appendix 4 to the Rules) are exempted from the need to have an invitation when issuing single service, business, private and tourist visas of the RK for the terms established by the Rules.

The rules also provide for the issuance of visas of Kazakhstan for ethnic Kazakhs (the Kazakh diaspora) for a period of up to 3 years.

Electronic Visas

On January 1, 2019, a pilot project was launched in the Republic of Kazakhstan to issue a one-time visa for foreigners in electronic format.

An electronic visa (business, tourist and for treatment) is issued on the basis of a valid invitation from the Kazakh side, issued in the units of the migration service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the prescribed manner.

Foreigners can enter/leave the territory of/from the territory of the Republic of Kazakhstan using a valid electronic visa only at checkpoints of the international airports of Nur-Sultan and Almaty.

Tourist e-visas are issued to citizens of 105 states, business and for treatment – 18 states (the list of countries is attached).

The electronic visa is valid only for the visa recipient and does not apply to accompanying persons.

Step-by-step e-visa registration algorithm

- to obtain an electronic visa, you must register on the website of the Visa-Migration portal (www.vmp.gov.kz);

- after registration, familiarize yourself with the requirements for obtaining an electronic visa;

- enter an invitation number (the invitation number is sent by the inviting party in the RK) and fill in the visa application form;

- pay the consular fee;

- print an electronic visa (the visa is formed in the personal account and sent to the email address you provided when filling out the application form)

- present a printed electronic visa when passing through passport control at international airports in Nur-Sultan and Almaty.
