Commodity breeding livestock of cattle

1. Use of pedigree stud bulls in breeding according to the following requirements:
1) at least one pedigree stud bull for twenty-five animals of breeding livestock;
2) use of no more than two consecutive breeding seasons;
3) animals aged at least 12 months old as of June 1 of the current year;
4) not previously used in the breed transformation.
2. Animal yield of no less than 65%, its registration and binding to a mother at PSBDB (except for commodity producers who registered at PSBDB for the first time less than 12 months prior to a date of application submission).
3. For an agricultural cooperative: compliance of information on members of an agricultural cooperative with information on the owners of the breeding livestock of cattle.

1.2

Pedigree breeding stock of cattle

1) availability of pedigree animal status  assigned by the Republican Chamber for a respective breed;
2) use of pedigree stud bulls in breeding according to the following requirements :

- at least one pedigree stud bull for twenty-five animals of breeding livestock;

- animals aged at least 12 months old as of June 1 of the current year;

-             artificial insemination  of pedigree breeding stock using the stud bulls` semen.
3) animal yield of no less than 75%, its registration and binding to a mother at PSBDB (except for commodity producers who registered at PSBDB for the first time less than 12 months prior to a date of application submission).
4) for an agricultural cooperative: compliance of information on members of an agricultural cooperative with information on the owners of the pedigree breeding stock of cattle;
5) availability of electronic techniques for livestock identification (from January 1, 2022).

2.

Maintenance of pedigree meat bulls used for animal stock breeding

1) availability of a pedigree meat bull registration in PSBDB and LI at the moment of an application submission;
 2) a meat breeding operator should have an account number, feedlot certification as well as a positive statement issued by a special commission verifying the conformity of infrastructure of a commodity producer  applying for subsidies in the form pursuant to Appendix 5 to the Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan as of March 15, 2019 No. 108 (registered in the Register of State Registration of Legal Acts No. 18404) (hereinafter:Rules);
 3) availability of a lease agreement for pedigree meat bulls (distribution of pedigree meat bulls at the rate of no more than 30% of the feedlot capacity) with a farm/agricultural cooperative or availability of a minutes of the meeting of residents-owners of livestock for fixing and using pedigree meat bulls in a public herd formed from the livestock of personal subsidiary plots, in the form according to Appendix 1 to the criteria;

4) lease of pedigree meat bulls in accordance with the following standards:
at least one pedigree stud bull for twenty-five animals of breeding livestock (breeding stock not having a breeding status is taken into account);
animals aged at least 12 months old as of June 1 of the current year;
use of no more than two consecutive breeding seasons.

3.

Acquisition of pedigree meat/meat-and-milk bulls

1) availability of cattle stock registration in PSBDB and LI to the moment of application submission;
2) a producer should have own pedigree breeding stock (except for operators involved in beef farming);  
3) availability of pedigree animal status  assigned by the Republican Chamber for a respective breed;
4) age of the acquired livestock should not exceed the age indicated in the breeding certificate at the time of acquisition (when acquiring inside the country); upon import: at the time of quarantining cattle at a seller (exporter): heifer calfs - from 6 months to 18 months inclusive; bred heifers - from 13 months to 26 months inclusive; bulls - up to 26 months inclusive;
5) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years;
6) use of acquired breeding bulls at commercial or breeding herds (when used in a commercial herd, the broodstock without breeding status is taken into account; when used in a breeding herd, the breeding broodstock is taken into account).

Acquisition of pedigree breeding stock of cattle

Acquisition of imported breeding stock of cattle corresponding to breed origin

1) availability of cattle stock registration in PSBDB and LI to the moment of application submission;
2) availability of export certificate or breeding bull card and breeding cow/ heifer card or pedigree certificate;
3) age of the acquired breeding stock should not exceed from 6 to 27 months inclusive at the time of the quarantine of cattle at a seller (exporter);
4) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years;
5) availability of statement along with a scorecard issued by an appraiser recommended by the Republican Chamber for a respective breed.

6.

Reducing the cost of male cattle (including pedigree males of milk/meat-and-milk breeds) sold or transferred for fattening to feedlots or meat processing plants with a slaughter capacity of 50 heads per day

1) availability of male cattle stock registration in PSBDB and LI to the moment of application submission, availability of breeding stock from which the fattening contingent is born at a commodity producer;

2) live weight of male cattle sold or transferred to the feedlot should be from 200 to 300 kilograms; sent to the meat processing plant: from 400 to 450 kilograms;
3) age of male cattle should be from 7 to 18 months inclusive;
4) availability of a positive statement issued by a special commission regarding transfer to a feedlot or  meat processing plant with a slaughter capacity of 50 heads per day;
5) sold or transferred bulls should be binded to mothers and born to breeding fathers or breeding mothers.

7.

Reducing the cost of beef by meat processing plants engaged in slaughtering and primary processing of cattle meat

Availability of a positive statement issued by a special commission regarding provision of meat to meat processing plants engaged in slaughtering and primary processing of cattle meat that have:
1) own equipment for slaughter and boning of cattle with a design capacity of at least 1500 heads per day;
2) own system of cattle slaughter waste disposal;
3) compliance with international quality standards (confirmed by an international audit, a relevant certificate).

Milk/milk-and-meat cattle breeding

1.

Acquisition of pedigree dairy/dairy-meat bull seeds

1) availability of pedigree animal status  assigned by the Republican Chamber for a respective breed;
2) availability of               estimated breeding values for stud bull semen:
comprehensive index of breeding abilities, reliability of assessment, milk yield, fat, period of productive life, ease of calving, fertility, content of somatic cells;
3) availability of an electronic breeding certificate for the seed of breeding bulls-producers of milk/milk-and-meat breeds issued by the Republican Chamber;
4) requirement rate (based on two doses per head);
5) availability of electronic techniques for livestock identification (from January 1, 2022);
6) animal yield of no less than 75%, its registration and binding to a mother at PSBDB (except for commodity producers who registered at PSBDB for the first time less than 12 months prior to a date of application submission)

3.1

Farms with forage-fed cows (from 600 heads)

1) availability of monthly sampling of milk for zootechnical control of milk yield from each cow, in terms of fat, protein and somatic cells (in accredited laboratories);
2) annual zootechnical feed analysis;
3) availaibility of a positive statement issued by a special commission for  dairy farms commissioned or modernized with appropriate infrastructure, which has premises for loose housing, a milking parlor with an automated milking unit (carousel, herringbone, parallel, tandem, robotic machine), feed shop, veterinary station.

3.2

Farms with forage-fed cows (from 400 heads)

1) availability of monthly sampling of milk for zootechnical control of milk yield from each cow, in terms of fat, protein and somatic cells (in accredited laboratories);

2) annual zootechnical feed analysis;

3) availaibility of a positive statement issued by a special commission for  dairy farms commissioned or modernized with appropriate infrastructure, which has premises for loose housing, a milking parlor with an automated milking unit (carousel, herringbone, parallel, tandem, robotic machine), feed shop, veterinary station.

3.3

Farms with forage-fed cows (from 50 heads)

1) availability of monthly sampling of milk for zootechnical control of milk yield from each cow, in terms of fat, protein and somatic cells (in accredited laboratories);
2) availaibility of a positive statement issued by a special commission for 

dairy farms, which have a room for keeping cows, machine milking, including portable milking machines, a place for storing veterinary drugs, a cattle fixator.

3.4

Agricultural cooperative

1) availability of own milk reception station or availability of own/rented milk tank vehicle at a distance of up to 100 kilometers (inclusive) from a milk processing plant;
2) sale of stocked up milk to milk processing plants.

Reducing the cost of cattle embryos acquisition

1) availability of               estimated breeding values for embryos: comprehensive index of breeding abilities, reliability of assessment, milk yield, fat, period of productive life, ease of calving, fertility, content of somatic cells;
2) availability of a breeding certificate for an embryo.

5.

Subsidizing breeding and distribution centers for services of artificial insemination of dairy and dairy-meat cattle in peasant farms and agricultural cooperatives

1) availability of cattle stock registration in PSBDB and LI to the moment of application submission;
2) availability of an agreement for the provision of services for the artificial insemination of broodstock of cattle with the semen of breeding bulls-producers of dairy and dairy-meat breeds in peasant farms and agricultural cooperatives;
 3) availability of an act on insemination and examination of the breeding stock of cattle in peasant farms in the Form 1 pursuant to Appendix 2 to the criteria;
4) availability of a breeding certificate for the marked seed of stud bulls issued by the Republican Chamber.

Poultry meat production

1.

Acquisition of pedigree day old young stock of parental/grandparental form

1) availability of cattle stock registration in PSBDB to the moment of application submission;
2) availability of pedigree animal status assigned by the Republican Chamber for a respective breed.

Reducing the cost of poultry meat production

1) actual production from 500 tons of poultry per year (for producers operating for less than 12 months, the actual production volume is determined based on the actually declared volume of production divided by the period of activity in months and multiplied by 12 months);
2) availability of a  positive statement issued by a special commission for newly built poultry farms or those modernized in terms of technological equipment (equipment for keeping birds, automated feeding system, water supply, ventilation, lines for poultry slaughtering (slaughterhouse);
3) availability of one of the listed certificates (ISO, HACCP food safety system).

Egg farming

1.

Acquisition of day-old chicks of the final form of the egg direction obtained from breeding poultry

When importing: the presence of a breeding certificate (certificate) for day-old young animals of the final form and/or availability of breeding certificate for the parent stock from which day-old young animals of the final form were obtained and registration in the Republican Chamber; When purchasing inside the country: availability of registration of a parents of a day-old chick in the Republican Chamber at the time of application submission.

2) availability of positive statement issued by a special commission for newly built poultry farms or modernized in terms of technological equipment (equipment for keeping birds, automated feeding system, water supply, ventilation, automatic machine for sorting eggs);
3) availability of one of the listed certificates (ISO, HACCP food safety system).

at least one stud ram for twenty-five heads of broodstock with manual mating and/or at least one stud ram for three hundred heads of broodstock or with frozen semen of stud rams with artificial insemination; use of a stud rams for manual mating for at least two breeding seasons in a row, with artificial insemination - no more than five years;
3) animal yield of no less than 75%, its registration and binding to a mother at PSBDB (except for commodity producers who registered at PSBDB for the first time less than 12 months prior to a date of application submission);
4) for an agricultural cooperative: compliance of information on members of an agricultural cooperative with information on owners of breeding sheep;
5) availability of electronic techniques for livestock identification (from January 1, 2022).

1) insemination of broodstock and (or) use in reproduction and replacement with stud rams (own or on a lease basis) that have not previously been used in breed transformation in accordance with the following requirements: at least one stud ram per twenty-five heads of breeding stock with free mating and/or at least one stud ram for three hundred heads of broodstock or frozen semen of stud rams with artificial insemination; use of stud rams for no more than two breeding seasons in a row with free mating and no more than five years with artificial insemination by breeding centers;
2) age of stud rams of not less than 12 months as of October 1 of the current year;
3) animal yield of no less than 65%, its registration and binding to a mother at PSBDB (except for commodity producers who registered at PSBDB for the first time less than 12 months prior to a date of application submission);
4) for an agricultural cooperative: compliance of information on members of an agricultural cooperative with information on owners of breeding livestock.

Acquisition of breeding sheep

1) availability of cattle stock registration in PSBDB and LI to the moment of application submission;
2) age of the purchased livestock (when purchased inside the country: at the time of the sale date specified in the breeding certificate; when importing: at the time the livestock is quarantined with the seller (exporter)): stud rams - from 5 to 18 months inclusive; broodstock of sheep - from 5 to 18 months inclusive;
3) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years.

Reducing the cost of male small cattle sold for fattening in feedlots or meat processing plants with a slaughter capacity of 300 heads per day

1) availability of male cattle stock registration in PSBDB and LI to the moment of application submission;
2) age of male small cattle sold or transferred for fattening should be from 4 to 12 months inclusive;
3) live weight of male small cattle sold or transferred to a feedlot should start from 25 kilograms, to a meat processing plant from 30 kilograms;
4) availability of a positive statement issued by a special commission for feedlots or for meat processing plants with a slaughter capacity of 300 heads per day.

1.

Acquisition of productive stud stallions

3) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years.

Camel breeding

1.

Acquisition of pedigree stud camels

2) age of the purchased livestock (when purchased inside the country - at the time of the sale date specified in the breeding certificate; when importing: at the time of quarantining the livestock at the seller (exporter)) - from 12 to 60 months inclusive;
3) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years.

Pig breeding

 

1.

Acquisition of pedigree pigs

1) availability of cattle stock registration in PSBDB and LI to the moment of application submission;
2) age of the acquired livestock should not exceed:

within the country - from 3 to 12 months inclusive at the time of the date of sale indicated in the breeding certificate;

for import - from 1 to 12 months inclusive at the time of quarantining livestock at the seller (exporter);
3) use of acquired breeding stock for reproductive purposes within the limits of the zootechnical standards for mortality - at least two years.

2. Pedigree and stock breeding of broodstock and replacement pigs

1) availability of registration at PSBDB and LI of the entire livestock as well as at least 50 heads of pigs at the time of application submission;
2) use artificial insemination of broodstock and replacement livestock in reproduction or use of breeding boars-producers in accordance with zootechnical standards of at least one producer boar per fifty heads with manual mating or at least one breeding boar per two hundred heads of livestock with artificial insemination;
3) use of breeding boars for no more than two years in a row;
4) availability of electronic techniques for livestock identification (from January 1, 2022).

At the expense of budget funds allocated from the local budget:

     
1.

Pedigree and stock breeding of broodstock of marals (deer)

1) availability of registration of the livestock at PSBDB and the Republican Chamber at the time of application submission;
2) age of males is not less than 36 months as of September 1 of the current year;
3) at least one male-producer for thirty heads of the broodstock;
4) use of a male producer for no more than two breeding seasons in a row.

Pedigree and stock breeding of bee colonies

1) availability of registration of at least 10 bee colonies in the PSBDB and placement in the IRS of a copy of the screenshot from the notebook for accounting of peasant or farm enterprises in the form according to Appendix 2 of the statistical methodology for maintaining electronic household accounting and forms of organizing registration records approved by the Order of the Chairman of the Statistics Agency of the Republic of Kazakhstan as of June 10, 2010 No. 136 (registered in the Register of State Registration of Legal Acts No. 6334) and/or extracts from the statistical form of nationwide statistical observation "Report on the state of livestock breeding" (index 24-sh, monthly) approved by the Order of the Chairman of the Statistics Committee under the Ministry of National Economy of the Republic of Kazakhstan as of February 10, 2020 No. 21 (registered in the Register of State Registration of Legal Acts No. 20030) at the time of an application submission;
2) availability and placement of a plan for selection and breeding work, approved by a specialized research organizationin the IRS;
3) registration of pedigree bee colonies in the Republican Chamber;
4) average duration of the economic use of bee colonies is not more than 3 years.

Integration cooperation with PSBDB From September 20 to December 20 (inclusive) in the current year

Acquisition of breeding breeding stock of goats

1) the presence of registration and compliance of the data of the purchased livestock in the IBSPR and the ICI at the time of filing the application;
2) the age of the purchased livestock (when purchased within the country - at the time of the sale date specified in the breeding certificate; when imported - at the time of placing the cattle for quarantine from the seller (exporter)): the number of goats-from 6 to 18 months inclusive;
3) the use, within the zootechnical norm of the case, of the acquired breeding stock for reproductive purposes - for at least two years.

Reducing the cost of production and processing of mare's milk

1) availability of registration in PSBDB and LI to the moment of application submission;

4) annual production of mare`s milk per 1 head of a mare does not exceed 750 kilograms.

4) annual production of camel milk per 1 head of a dairy camel does not exceed 1500 kilograms.
