Issuance of a certificate of airworthiness of a civil aircraft - 20 working days.

If it is necessary to conduct additional study or verification, the review period is extended by 20 working days.

How to get online service (on the portal “electronic licensing” www.elicense.kz)

  1. Click the "Request online" button on this page, after that the portal of "electronic licensing" will be opened in a new window.
  2. Log in or register on the "electronic licensing" portal.
  3. In the service info sheet read the package of documents and click the "Order online service" button, or select the necessary subtype of activity and the "Further" button.
  4. After specifying the necessary data, fill out the application and sign with your EDS.
  5. You can track the status of the submitted application in the Personal Account in the section "My applications". You can find out about obtaining the permit in the section "My approved documents", about receiving a notification - in the section "My notifications".

How to get the service in a state body (required documents):

1) For the initial receipt of a certificate of airworthiness of a civil aircraft:

  1. Statement.
  2. A copy of the act of checking the technical condition and determining the suitability of the aircraft for flights, with a period not exceeding 22 business days before the day of registration of the application with the service provider.
  3. Copy of the lease and acceptance certificate if the aircraft is leased.
  4. A copy of the type certificate or an equivalent document certifying its compliance with the airworthiness standards, by a foreign state, an international civil aviation organization that certifies aircraft, and recognized by the service provider.
  5. Copy of information confirming payment of the airworthiness certification fee for the aircraft.
  6. A copy of the approved maintenance program (schedule).
  7. A copy of the document for the conversion of the aircraft (for conversion).
  8. A copy of the manufacturer’s certificate confirming the compliance of the new aircraft with the type certificate.
  9. A copy of the document on the additional scope of work on the transition of the maintenance program (regulation) of the previous operator to the new maintenance program (regulation) approved by an authorized organization.
  10. A copy of the aircraft weighing data in the existing layout, with centering and loading data.
  11. A copy of the approved list of minimum equipment, which is compiled by the operator in the presence of the main list of minimum equipment compiled by the organization responsible for the standard design.
  12. Copy of flight manual.
  13. Copies of the status of airworthiness directives, bulletins of the developer’s organization, units with limited resources, modifications made with a period not exceeding 22 business days before the day the application is registered with the service provider.
  14. Copy of flight test report.
  15. Copies of materials of load analysis in the power supply system, taking into account all on-board consumers.
  16. Copies of RNAV, MNPS, and Cat aircraft approval documents. III.

2) To obtain a certificate of airworthiness of a civil aircraft that previously had a certificate of airworthiness:

  1. Statement.
  2. A copy of the act of checking the technical condition and determining the suitability of the aircraft for flying.
  3. Copy of the lease and acceptance certificate if the aircraft is leased.
  4. Copy of information confirming payment of the airworthiness certification fee for the aircraft.
  5. A copy of the status of the airworthiness directives, bulletins of the developer’s organization, units with limited resources, modifications made.

3) To obtain a certificate of airworthiness of a civil aircraft that does not have an approved standard design:

  1. Statement.
  2. The act of checking the technical condition and determining the suitability of an aircraft for flying.
  3. Copies of rental agreements and acceptance certificate if the aircraft is leased.
  4. The act of assessing the serviceability of civil aircraft issued by a non-profit organization, in accordance with Appendix 3 to the Rules for certification in the field of light and ultralight aviation, approved by Order of the Minister for Investment and Development of the Republic of Kazakhstan dated July 19, 2017 No. 483 (registered in the Register of State Registration of Regulatory acts of the Republic of Kazakhstan for No. 15663).
  5. Copy of information confirming payment of the airworthiness certification fee for the aircraft.
  6. A copy of the instance certificate indicating the applicable modifications.
  7. A copy of the approved maintenance program (regulation) (upon initial issue).
  8. A copy of the approved list of minimum equipment, which is compiled by the operator in the presence of the main list of minimum equipment in the Flight Manual (upon initial issue).

4) To renew the certificate of airworthiness of a civil aircraft:

  1. Statement.
  2. A copy of the act of checking the technical condition and determining the suitability of the aircraft for flying.
  3. A copy of the lease and acceptance certificate if the aircraft is leased.
  4. A copy of the status of the airworthiness directives, bulletins of the developer’s organization, units with limited resources, modifications made.

Copies of the documents specified in subparagraphs 1) 2) and 3) are certified by the seal (if any) and the signature of the service recipient or his authorized person.

Result of the service delivery

Issuance of a certificate of airworthiness of a civil aircraft, extension of a certificate of airworthiness of a civil aircraft, or a reasoned response to refuse to provide a public service.
